Should I buy a cheap refurbished laptop online or wait for back to school sales?
I am unsure of what the usual back to school sales can consist of, so I am curious if I should buy one of the refurbished laptops from an online site, generally all good prices (you may need to be familiar with how cheap these online sites can be to answer because I dont have a particular price/laptop in mind), or if I am better off waiting for bestbuy/futureshop/thesource to have back to school sales?

I really think you should wait for back to school sales.
You can go in to a store and check out size, features of the laptop and get all your questions answered.
By checking size, features and being able to ask lots of questions you canpick the laptop that is right for your needs (will you be using it for photo editing? music making? are you able to fit the laptop in your bag? etc)

I think if you buy from a reputable website then you should be fine, try Laptops for Less, Logitech and Toshiba Direct, there’s some coupon codes for these at http://www.couponestore.com/categories/computers.htm so you get even better deals.
